Silverstream Landfill is one of the three Class A landfills within the Greater Wellington Region and receives waste from the entire Hutt Valley and neighbouring surrounds. This waste disposal facility plays a vital part in the waste management of the Wellington Region – it is the landfill with the longest consented airspace, the only lined facility, and the only facility that currently accept Hazardous waste during winter months.
This project involved the renewal of the landfill operational contract that had been in place for 29 years. Tonkin + Taylor assisted the Council to procure a new operations contract to manage and operate the Landfill, as well as setting out and managing the project programme to ensure that the contract is in place before the existing contract lapsed.
With this new operational contract, the Council had the opportunity to:
- To embed their sustainability and broader outcome into this new era of landfill operations
- Define the revised contractual obligations, including operational targets, waste management protocols, environmental safeguards, and reporting requirements
We supported Council through compiling all the tender documentation and managing a transparent and competitive tender process whereafter the most qualified contractor was selected based on predefined criteria.
Our team was best placed to assist the Council drawing on out operational knowledge for Silverstream that dates back prior to the RMA. The project team had a strong understanding of the Council’s climate and sustainability initiatives that they want to embed in the new operational contract.
The biggest achievements of the project included successful setup of a Partnering Values model with the Operational Contractor and the Council and implementing the Sustainability and Carbon reduction outcomes.
The new contract incorporates low emissions heavy equipment with an innovation framework to encourage adoption of additional low emissions initiatives over the life of the contract. In the first year of the contact, Council and the contractor have made use of this framework to work towards the introduction of battery electric heavy equipment – new for the landfill sector and New Zealand.
